Voters will decide 11 constitutional amendments on the November 8 1983 ballot. Proposals include garnishment of wages for child support a veterans home purchase program bonds guaranteed by the Permanent School Fund and authorization for the Legislature to convene during an enemy attack.
The amendment package seeks to allow garnishment of wages for child support, empower the Veterans' Land Board to issue up to 800 million in bonds with 300 million for mortgages and 500 million for a new housing program, permit school districts to issue bonds guaranteed by the Permanent School Fund, establish a two year no quorum period for Legislature after an enemy attack with relocation, redefine urban homestead creditor protections by size, and move parole power from the Governor to a legislatively controlled Board of Pardons and Paroles with expanded membership.
If approved, certain veterans and fraternal organizations would receive local property tax exemptions. The measure also allows cities to fund sewer line relocations on private property with owner repayment over up to five years. It further allows probate judges to sit in counties other than their election jurisdiction and for active or retired judges to be assigned to other probate courts with full powers and pay.
A constitutional amendment would allow sparsely populated Texas counties to have fewer justices of the peace and constables. It would also enable agricultural commodity groups to levy fees on member producers to fund marketing, research, and education programs. Growers could vote by referendum. two thirds approval would authorize a charge on each bushel sold, with refunds available to nonparticipants.
The University Interscholastic League announced a new two year re alignment moving Brownfield from 1-4A to 3-3A. The eight team 3-3A district includes Brownfield Denver City Cooper Roosevelt Post Seminole Slaton and Frenship.
Brownfield merchants dressed in costumes for the Chamber Trade Development Committee Halloween Costume Contest. A 17 way tie for first prompted prizes for Most Original Mummy Isabel Longoria of K Walens Department Store and Best Group Participation Terry County Lumber Co. John Duggan of First National Bank earned Most Improved Appearance. Judges Sheriff Ralph Murry Earl Elrod and Tommy Phillips praised efforts.
Terry County endured one of its wettest Octobers as 8.78 inches of rain fell, raising the year total to 17.21 inches and surpassing normal by about an inch. October featured two days above 90, with temperatures ranging 45 to 62 and a low of 44 on October 26, while September logged 0.35 inches and the October total exceeded the rest of the year combined.
October permits totaled 249 746 dollars across 26 filings led by Kentucky Fried Chicken remodeling and mobile homes. Yearly 1983 ten month total lagged behind 1982 by 619 003 dollars though October gains lifted early year comparison.
Brownfield Middle School Red Express Band returned home from the UIL Marching Contest at Jones Stadium Texas Tech University with a division I superior rating. Judges praised the band’s spirit drive and discipline. Director Geoff Bissett led 96 marchers with two drum majors.
Rick Felty, 28, named News Editor of the Brownfield News by Lynn Brisendine. He replaces Gary Peebles, who moves to a Lancaster Texas magazine. Felty comes from Sayre Oklahoma, where he was Managing Editor of a small semi weekly in the Altus News chain and previously on the Altus Times staff.
