Water Development is Big Topic At Capitol
Gov. John Connally and the Texas Water Development Board outlined a sweeping plan to secure water for 30 million Texans by 2020. It calls for 54 major reservoirs, 1 billion dollars for waste treatment in 21 metros, and a 1.5 billion dollar pipeline and canal system moving surplus water from the Red River Basin to serve major basins including Brazos and Colorado. Hearings in 27 cities begin June 17 in Lubbock, with river basin hearings starting June 20 in Longview, final plan adoption in August. The scheme envisions moving and treating water to support the Fort Worth Dallas area, Trinity and Brazos basins, Colorado River, and Gulf Coast irrigation needs. Each project requires feasibility and financing approval by the Texas Water Rights Commission.

Veterans Benefit Act Passes Congress and New GI Bill Details
The VA Regional Office in Waco reports over 4,000 applications for educational benefits under the 1966 Veterans Readjustment Benefits Act signed into law on March 3 1966. The bill, effective June 1, provides stipends for veterans with more than 180 days of active service since January 31 1955 and for those in service with limited active duty since that date. Waco serves 164 Texas counties and expects 21,000 applications in the next 12 months. Benefits range from 100 to 360 dollars monthly depending on dependents, with allowances not covering all education costs. Veterans are advised to secure own funds and explore loans or part-time work, as admissions now require entrance exams. Eligible training excludes on the job or farm apprenticeships and flight training unless credited toward a degree. Applications are available at the VA Regional Office, 1400 North Valley Mills Drive.
