West Texas aims to lure industry with research and quality of life
West Texas needs to build a strong research atmosphere to attract industry, said Dr. Sylvan J. Kaplan of Texas Tech at a West Texas Chamber of Commerce meeting in Abilene. About 200 attended the fifth annual conclave despite snow and rain as speakers discussed enterprise and industrial foundations.
