The Capitol Serial Serial Era and State Legislation Report
A garbled stream of 19th century political notes reports on legislative maneuvers, committee work, and public notices in Mississippi and New York. It references bills on penitentiaries, school funding, county health aids, tax and mortgage matters, and public utilities, with names such as Yerger, Thrasher, Kemp, Dean, and Boyd appearing amid debates on lien law repeal and local option prohibitions. The piece also mentions labor unrest, car driver strikes, and a parade of county-level actions, adjournments, and confirmations in a period style congressional snapshot.
Senate Fifty Day Proceedings and Bills in 1886
On March 8 1886 at Moxpar leave of absence was granted to Messrs Binford and Reynolds. A committee reported that all disbursements from the Executive Contingent Fund 1882–1885 were supported by proper vouchers. Numerous bills were introduced or discussed including changes to circuit court timing, registration books, show taxes, and schoolhouse construction. Several measures were postponed or recommitted, with acts to regulate county warrants and to authorize boards of supervisors in Alcorn and Sunflower counties for various purposes. A special order for later consideration was made and amendments debated on several items.

Supreme Court Rules Mayor of Chesterville Lacks Broad Criminal Jurisdiction
The Mississippi Supreme Court held that while an incorporated town mayor may act as an ex officio justice of the peace within the town, the power does not extend beyond offenses committed inside the corporate limits. The Chesterville charter and 1876 act do not grant final criminal jurisdiction to trial offenses outside the town, preserving conservator duties for the counties. The record shows no action against the appellants, so the judgment was reversed.
