Governor stalls loan of prison funds for college

The public was misled into thinking the Board of Control agreed to turn over prison funds to the Governor for college support. The Governor asked, trustees questioned enforceability of the legislative conditions, and no vote occurred. Later, the Board of Control decided to loan 26,000 from the penitentiary to the LL and C trustees, contingent on honoring the vetoed conditions.
