The North American Commercial Company seeks compensation from the United States for rights to take fur seals on St Paul and St George islands for twenty years starting May 1 1860. It cites losses of about 100000 dollars after forced cessation of sealing and claims reimbursement for quota 60000 skins and 150000 pounds spent on island maintenance. Also notes US possession and asks treasury protection and arbitration exclusion. A separate Treasury note reports an apparent deficiency but asserts ample funds and predicts a net surplus by month end. A fast Illinois Central express wreck near Kenner causes multiple deaths and injuries. Reports confirm drowning of Lieut. Robinson and crew of the Bear during a landing attempt near Icy Bay. Also notes a West Point nomination for Harry F Jackson from Kansas City.

Heavy rains flood southern Nebraska and northern Kansas causing washouts from Orleans to Oxford, with trains delayed or abandoned. A waterspout tore through Tattle Creek near Elthorn Valley, flooding streets and endangering lives. A Burlington passenger train crossed Corning Bridge moments before a freight train derailed, plunging into the basin and killing two, with many injured. Maliciously placed ties caused another wreck on the Chicago Milwaukee and St Paul line near Perry, Iowa, killing two and injuring nineteen as rescuers worked through a brutal night. Additional notes report Haiti’s president Hippolyte allegedly assassinated and a priest’s gift to Catholic University, alongside army desertion figures.
The Ohio Republican state convention opened in heat and enthusiasm as ex Governor Foraker presented William McKinley Jr. for governor. McKinley accepted, stressing unity, party platform, and aims including a protective tariff, sound finances, and continued Harrison administration support. Lt. Gov. Andrew Harris, Auditor R. W. Poe, and State Treasurer W. T. Cope were also nominated.
