Cities seek taxing power shifts to avoid referendums
The Illinois General Assembly opens January 3 as cities aim to shift problems onto state lawmakers. The Taxpayers Federation vows to oppose any move granting cities or local units power to by pass citizens. East St. Louis finances are blamed on city officials, despite a 1948 study by the St. Clair County Taxpayers Association.
