Chadbe College Station reports mildew on roses can be controlled by Bordeaux mixture spraying or dusting with finely ground sulfur. Sadie Hatfield notes gardeners object to yellow dust, so dyed green sulfur is now available. Mildew causes grayish white leaf appearance and is worsened by excess moisture.
