Texas Legislature Adopts Budget Powers and Various Bills
Governor Preston Smith won new fiscal powers and an emergency fund while lawmakers passed roughly 30 measures including a $13.5 million Texas Tech medical buildings appropriation and an $8 million Fort Worth school for the mentally retarded. Other items include aviation school exemptions, Midland deannexation, and the Texas Film Commission.
