Governor veto blocks expansion of Upper Colorado River Authority
Gov. Connally vetoed a bill to enlarge the Upper Colorado River Authority by eight counties citing feared police powers and pollution regulation authority. He argued the extension would exclude existing pollution statutes. Some directors favored a revised bill next session to address his concerns with approval required from Tom Green and Coke counties and individual votes from the additional eight counties.
