The Texas State Board of Insurance announced an average statewide 18.6 percent increase across vehicle classes, with private passenger cars up about 14 percent. The board cited investment income and other sources in setting rates but rejected the higher net worth concept.
In a November review the regulatory agency backed an average 23.4 percent rise, below the industry’s 27.7 percent bid. Regulators defend the finding as adequate noting after tax return on total assets at 5.1 percent, 7.2 percent pre tax, with 1.3 percent after tax return on policy underwriting. Profit from interest and rents is 2.8 percent after tax and capital gains add 1.9 percent.
