Debate on Texas Constitution overhaul aims for 1974 ballot
Amarillo attorney Wales Madden led a panel urging Texas editors to attend the first public hearing April 25 in Amarillo as part of a broad ConCon process. He said 18 public meetings would precede a draft sent to the Legislature by November 1, 1973, with a goal to replace the long state constitution by 1974 amid voter confidence and ongoing budget talks.
