Public records show hospital budgets allocate about 70 percent to salaries and warn that a mandatory minimum wage increase will force higher charges. O Ray Hurst of the Texas Hospital Association notes hospitals cannot easily absorb higher payroll costs unlike other industries. He cites wage-driven strain on patient service costs and operating finances.
Hurst outlined a staged wage increase starting May 1 to $1.99 an hour for health care workers, reaching $2.30 by January 1, 1977. The raise targets lower paid employees first, with scale adjustments in higher ranges to preserve comparable incentives.
