Manager Plan Clarifies Its Merits and Limits
The town manager plan is not a universal cure for municipal issues nor a dictatorial shift. It mirrors school governance, with an elected council hiring a manager to run services within set policies and budgets. Benefits cited include experienced managers, fresh charters, public demand for better government, and high ethical standards guiding officials. The plan works where public opinion is articulate and citizens push for reform. without these elements, even a skilled manager cannot ensure good results.
