Council Names 5 Man Planning Board and Sets Common Rules
Councilman Edward H. Holmes presented circus and carnival regulations approved with legal advice. The council approved requiring groups using the town common for such events to file a 10000 dollar liability and penal bond. Bonds are forfeitable if debris is found on the common after 8 a.m. daily and within 8 hours after use. The council delegated oversight of common use to the Park Commissioner, and discussed who should clean the site, with reimbursement to the Highway Department if needed. The board heard opinions from the Bristol Business Civic Association opposing carnivals and circuses on the common, citing recreation and mental relief aims. The council stated no opposition to carnivals if rules are followed, and noted discussions on outdated toilet facilities and enforcement. Additional items included police pension fund investments and mosquito control funding delays.
