Debates Over 49th Parallel War Question Sparked Senate Clash
In the Twenty Ninth Congress Mr Haywood of Rhode Island argued the administration must stand firm on the 49th parallel as the only acceptable concession. He warned war if Britain pressed beyond 40 and defended the president against claims of treason for negotiating. Other senators pressed negotiations since, while some insisted 49 must be the baseline. The speech challenged Allen’s view amid intense debate.
