Waterway Project Revisited Under Cost Benefit Questions
Eight years after a stalled St. Lawrence Seaway treaty a new effort may return. The plan envisions deepened channels to 27 feet, Welland Canal dredging, dams and a vast hydroelectric plant in the International Rapids area to link the Great Lakes to the Atlantic. Estimated cost around 1.2 billion, with 85 percent US share, but figures likely optimistic. The piece weighs potential general benefits against taxpayer burden and compares to past big public works errors.

Odd discrimination against federal workers who enlist
The Comptroller General ruled that federal employees who enlist cannot be kept on unpaid leave and must resign to volunteer for military service. If a worker waits for the draft, provisions of the Conscription Act protect them, creating an unusual distinction in law and regulation.
