Japan Accepts Hughes Program With Pacific Fortifications Contingency
Washington reports indicate Japan will accept the Hughes naval plan only with an understanding on Pacific fortifications. British sources say Tokyo may press for a higher ratio if Pacific defenses stay strong. Talks between Mughes, Kato, and Balfour are said to seek to ease tensions, but no guarantees were disclosed. Domestic unrest and mass layoffs in Japan complicate Tokyo’s final stance before delegates.
