Operating plan for U S fleet to be up soon
Washington Sept 21 early presentation to President Coolidge and his legal advisors of a new plan for government merchant fleet operation was forecast at the shipping board. Emphasis was on a permanent policy for national shipping interests. Farley telegraphed from New York that if the plan creating special corporations for ship operation is legal, other methods would be pursued. Details withheld pending White House conference with Coolidge Farley and possibly Daugherty. The plan may transfer ships on routes to corporations under lease or charter with safeguards to reduce operator risk. If agencies fail to agree on a Lagher Farley proposal, government operation would be the sole alternative.
