State Finance Commissioner George Conkling told the Bond Commission it may take up to 25 years for the federal share to arrive, prompting extended bond authorization. Total estimated program cost about 350 million dollars with federal share roughly 43 percent. state has sometimes advanced funds to start projects. Bond Commission approved 41.4 million for pollution central projects, bringing total obligated to 47 million dollars.
