A Senate Judiciary Committee vote 11 to 6 approved Fortas for the Supreme Court seat to succeed Warren. Senators discussed cloture plans to end a potential filibuster, while amendment talk on obscenity rulings and reactions to public opinion shaped the debate before full Senate action.
The Ocean Hill Brownsville dispute over spring ouster of teachers led to a district walkout. Donovan ordered reinstatement of 100 teachers and a peaceful teaching environment. McCoy condemned actions by Donovan and Shanker as attempts to control the district, while Shanker urged further talks. State Education Commissioner Allen intervened, suspending the Ocean Hill Brownsville board and temporarily transferring ten white teachers.
Lawmakers consider a bill allowing out of state gun purchases under a state law, with affidavits and a seven day delivery hold. In Lyon France a commuter train traveling from L Acmesse collided with a freight train 15 miles away derailing the engine and one passenger car. Three people were hospitalized with minor injuries and seven others were treated and released.
Windsor Locks UPS reports Hamilton Standard Division will build an experimental space suit with integrated oxygen rocket thrusters for four hour outside sorties. The U S Air Force ordered the design after a Wright Patterson Medical Research Laboratory study. The suit features a hard shell torso fiberglass limbs and aims to provide life support for extravehicular activity.
The State Department warned the Soviets that NATO allies would not accept their interpretation of two UN articles as grounds for military intervention in West Germany. France condemned the Soviet reading as improper and incorrect.
Washington AP Secretary of Defense Clark M Clifford said 29 000 to 40 000 American troops will take part in allied maneuvers in Europe early next year with some sent from the United States He said the schedule was advanced and some extra forces would be in Europe ready to participate early in 1969 He added there are no plans to increase overall U S forces in Europe temporarily the timing for NATO maneuvers has been moved up Clifford also commented on President Nixon and Vietnam policy noting South Vietnamese leader Nguyen Van Thieu has said some forces could leave in 1969 but North Vietnam progress in Paris peace talks remains unclear and major candidates share similar Vietnam policies.

Foreign Relations action on the nuclear ban treaty stalled after a split committee vote. Key senators from Ohio Connecticut South Dakota and others opposed or abstained while 10 Democrats backed the pact led by Fulbright and McCarthy who voted by proxy. The treaty would require ratification by 40 signatories and aims to curb nuclear weapons through information sharing and allied participation.
Nearly 81 nations including the United States and Russia signed the treaty but the US Constitution requires a two thirds Senate vote for ratification. Debates arose over the Czech crisis and Soviet intentions with Nixon urging delay. President Johnson signed July 1 and Secretary Rusk urged steady action before the Soviet invasion of Czechoslovakia last month. Republican critics and others pressed for holding the vote.
A bomb scare disrupted Harding High as a male caller warned to evacuate. Marine Brig. Gen. William Chip, 49, Arlington, Va, was badly injured when his helicopter crashed eight miles south of the demilitarized zone. Chip commanded Task Force Hotel and previously led the 6th Amphibious Brigade.
Norwalk Republican congressional candidate Lowell Weicker will hold a press conference today at two pm at the Norwalk Motor Inn to explain his stance on Vietnam. He opposes incumbent Donald J. Irwin in the November election.
