60 Attend English Class Under City Sponsorship

About 59 attendees joined the city sponsored English class run by the Board of Education's adult education division. The program, open to the public, continues Mondays and Thursdays at 3 p.m. at Mousatenic Community, with enrollment still open. Classes aim to help non English speakers improve language skills and life circumstances, though attendance is voluntary and not a welfare penalty. The program includes Spanish Portuguese and other languages. mandatory attendance for welfare recipients was dropped by the State Welfare department. Ethnic backgrounds represented were noted.

Stiffer Fines Enacted for City Graffiti Offenders

Bridgeport Common Council voted to raise penalties for graffiti on city properties. First offenses carry 10 to 250 dollars, repeat offenses 250 to 1000 dollars. Prohibited acts include writing marring defacing or markings on city owned or controlled structures. State law previously offered up to a thousand dollar fines and potential jail time, but officials questioned applicability of criminal mischief.

Norwalk Board Approves Headstart Funding Plan

Norwalk Board of Education approved a $142,708 local share to operate a Headstart program in Norwalk schools for the 1978 75 fiscal year as part of a $281 785 total appropriation. The plan calls for 20 preschool children and a staff of about 36 with funding split among federal state and NOW. One member dissented criticizing public schools hosting the program.

New Plaza Parking Opens for Business

The Congress Plaza parking lot at Main and Congress streets opens under new management at a flat rate of 50 cents per day. The Bridgeport Parking Authority will operate the lot and an attendant will take names of those applying for monthly permits and rates. The site is the former Kantrawiz location.
