Best to Muffle Your Battery Charger
Radio Engineer Cartlon Fh explains why many magnetic or bulb type battery chargers hum due to AC reversal. The hum is louder when placed on chairs tables or wooden floors and dies down when held in hand. He suggests placing the charger on absorbent materials like newspapers or rags or building a rubber support to dampen vibration and reduce noise.
