The plan would be self-supporting through spending and would require American cooperation in grain and other controls to avoid diverting domestic needs. The effort hinges on coordinated studies and executive submissions to Congress, with multiple interdepartmental reports to shape a balanced aid strategy and domestic labor and resource safeguards.
