Mayor Pannain was absent while Mr Maylott outlined targets including 1000 new housing units and 2000 total multi family units, with subsidy needs for the poor. The agency proposed tax exempt revenue purchases at 5.4 percent to finance mortgage rates around six to seven percent, far above current bank rates over eight percent. After a Washington trip seeking more funding, directors elected included Mary Billups, Maxine Boykin, Elisabeth Braca, and others. Rev. Floyd named president and second on the board with care monies managed.
