Insurgent Republicans Seek Restoration in Party Councils
Wisconsin Republican Nelson asserts insurgent House members will be reinstated in party councils in a cordial restoration effort. He cites a letter from Kansas Republican insurgent K Frear urging Senators Norris Capper and others to avoid organizing without admitting the disaffected lawmakers. Nelson sees needs for lenient reconciliation and a possible Republican front dating to 1924.

Bill Would Make Virgin Islanders U S Citizens
A proposed bill by Senator Bingham and Senator Hitzam Hingham would grant United States citizenship to about 25,000 Virgin Islanders and 10,600 residents now living in the United States. The legislation would establish a permanent government, define voter eligibility, and set terms for local councils with presidential appointment if finances fall short. It also outlines rights akin to those in the Bill of Rights and appoints an auditor to manage island finances.
