The Senate approved President Nixon's draft lottery bill by voice vote, sending it to the White House. The new system, based on a national birthday drawing, aims to focus on 19 year olds and replace the older induction method. The debate was brief and sparsely attended.
Secretary of Defense Melvin R. Laird told a Senate committee that infiltration of Communist forces into South Vietnam has risen but provided no figures. He described Vietnaminization as handing combat duties to Saigon within a reasonable time and noted a lottery system will determine draft calls starting soon.
