Government appeals over 5000 German dyestuff patents sale
Nov. 10. United States Circuit Court of Appeals heard arguments in the Garvan case seeking reversal of a lower court ruling on the 1919 sale of about 6,000 seized German dyestuff patents to the Chemical Foundation for 271,000. Government contends the sale by Alien Property Custodian Francis P. Garvan was improper and confiscatory, noting that Daniel B. Polk issued the order while Wilson was away. Prior earnings from some patents were cited as evidence of value.
