Mellon plans large refund and debt cut on Liberty bonds
Washington May 96 Secretary of the Treasury Mellon announced plans to refund nearly 1 700 000 000 of second Liberty loan bonds in a major operation. Bonds will be exchanged June 15 for new 3 98 percent Treasury bonds, saving over 423 000 000 yearly in interest. A further 178 000 000 debt reduction will be achieved by paying off 378 000 000 of Treasury certificates due June 16 and borrowing 200 000 000 less. Total debt reduction for the year ends June 30 will exceed 1 000 000 000, reducing the national debt from wartime peaks. The new issue includes 200 000 000 bonds at a 0.5 percent premium for cash buyers. Second Liberty holders exchange par for par. The 20 year maturity bonds may be called after June 15 1943. Government campaigns warn holders that interest ceases after November 15.
