Soviet Union expands boycott of United Nations financing
Soviet delegate Federenko said the USSR would withhold payments on parts of the regular UN budget and refuse funding for Congo and Middle East peacekeeping. He offered a voluntary technical aid contribution and argued costs of special missions should be borne by the US and allies.
