The Common Council gave initial approval to a new city housing code aimed at an anti-slum drive. It would impose penalties from 100 to 1000 dollars or up to a year in jail and shifts appeals from the housing code officer to the Board of Condemnation.
NEW HAVEN AP A federal court judge sentenced five men from Jersey City to 2 to 10 years for hijacking a 40 foot tractor trailer owned by M M Transportation of Somerville Massachusetts at a Westport Connecticut rest stop last August. Driver Salvatore DiRoberto 53 of Oxford Massachusetts was beaten and thrown down an embankment. Crutcher 28 Hazel 27 Payne 25 Davis 33 Minniefield 34 received varying terms with Davis and Minniefield getting two years and Crutcher Payne 10 9 and 8 years respectively. Davis and Minniefield may be paroled earlier. The judge urged stiffer penalties calling hijacking modern piracy and equating it with bank robbery.

Benjamin Leipner 63 of 25 Cartwright Street, a Superior Court judge since 1961, died last night at Bridgeport Hospital after earlier admission as a patient. A native of New York, he lived in Bridgeport since age five and graduated from Bridgeport High School in 1921 and NYU Law in 1925. He began practice with Paul Gordon, entered city politics with the Fifth District Democratic club, and served as City Court clerk in 1953, later being named City Court judge in 1949 and serving until 1951. He remained on the Superior Court bench until his death.
West Haven woman Joanna Minter, 22, was arrested as the driver in a fatal hit run that killed Milford resident John F. Congdon, 93, at Lambert Road and Route 1. She faced charges of evading responsibility and misconduct with a motor vehicle after posting 15,000 bond awaiting arraignment.
Hartford Mayors remarks at a legislative hearing reveal concerns over Bridgeport’s municipal dump. Curran cites city as highly industrialized yet polluted, and urges action on air quality. Rep Barbara terKuile notes Bridgeport’s cooperation while advocating federal aid for an incinerator project.

The Bridgeport Education Association urged its 1000 plus teachers to delay signing next year’s salary contracts to allow time for BEA’s bid to improve city paid insurance. BEA president William F. O’Brien reported the group was studying a move to reopen salary talks as other city employee groups seek raises. The assembly met at Central High School with newsmen excluded, following receipt of next year’s school board salary terms due back by April 1 and a state education commission notice.
President Johnson told reporters in Guam that great progress has been made in South Vietnam since the Honolulu conference. He said the discussions with South Vietnamese leaders and aides were constructive, with no momentous military decisions made and no new policies adopted at this time.
