Routes Deny Long Haul Freight Reductions

The commission, 7 to 2, said data did not prove reductions would be fully compensatory if applied to short hauls, noting potential revenue losses for eastern lines and slight gains for western and water routes overall. Dissenting members argued essential questions about intermediate rates remained unresolved.
