New York March 12 AP Henry H Curran Immigration Commissioner at Ellis Island announced resignation to become counsel of the City Club effective March 31 He was appointed by Harding and served since 1923 reappointed by Coolidge in 1928 He will lead civic work of the city club starting April 1 Curran recently drew attention over the Countess of Cathcart detention He denied proposing her detention and said he would seek a bill to allow appeals by detained immigrants and visitors He is a former Manhattan borough president and 1921 Republican mayoral candidate who returned after a three week grippe illness
