Security Review Will Check Capital Waste
Washington January 21 The plan under which the Federal Reserve board will act in its survey of the issue of new securities will be announced some time this week. The board has before it many applications to sell public issues of short term notes and long term bonds. A large percentage comes from municipalities. Most deliberations will be on requests from municipal and state authorities. Industries nonessential to the war program will not be allowed to issue new securities. Those with deferred extension programs must withhold offerings. The coal administration has declared that a man with coal cannot use it in his factory during the shutdown period. There is no restriction against manufacturers who have cash in bank and wish to extend their business even if it is nonessential.
