Stratford Town Council in a budget session set a tentative 36.7 mill rate for next year up 4.7 mills from 32, with a grand list of 300,637,030 and a tax levy of 10,765,043. Further budget cuts trimmed the rise and a final reading on the tax ordinance is planned for Feb 29.
Bertram A. Podell, backed by the Brooklyn regular organization, defeats reform Democrat Melvin Dubin by about four to three as Vietnam policy dominates the four candidate contest. Final tallies across 358 districts show Podell 35 913 Dubin 27 664 Held 4 909 and Ajello 4 200. Vote turnout is expected near 65 000 of 223 000 registered amid cold weather.

A federal grand jury indicted 19 people on conspiracy charges for stealing and transporting about 500000 dollars worth of Clairol hair products over five years. The FBI probe began after tips of discounted product sales to Miami drug stores. Howard Critzman, a former Clairol shipping supervisor in Stamford, is named among those involved.
The Board of Apportionment and Taxation approved a preliminary city tax rate of 47.7 mills, up 2.1 from the current rate, along with preliminary budget appropriations of 38,598,819 dollars, about 4 million higher than last year. The action was taken at City Hall with Sylvester D. Romano leading and no changes to the rate or budget from the informal Sunday session. Some budget items may be revised when the board meets again to set final appropriations.
Mayor Curran and leaders from six area towns met at City Hall to explore a regional approach to shared problems and to continue monthly discussions. A 1.1 billion extra revenue package clears the Ways and Means panel. It extends automobile and telephone excise taxes that would lapse and accelerates corporate income tax collection. President Johnson seeks a 10 percent surcharge on income taxes as part of the push.
Walter C. Berger received the Visit ing Nurse Association of Bridgeport VNA Distinguished Citizen award at the organization’s 57th annual meeting. He has long served on the board of directors and as president and liaison on several committees. Berger is a native of Bridgeport and head of Berger and Graether Inc., plumbing contractors, with schooling at Central High, Booth and Bayliss Commercial schools, and the American Institute of Banking.
U N secretary general Thant planned to brief President Johnson in Washington on Hanoi's willingness to begin talks the moment U S bombing stops. Diplomatic sources say North Vietnam demands unconditional bombing cessation while allowing renewed infiltration into the South. Thant, after meetings with other leaders, seeks Johnson's views to complete a Vietnam picture.
The Senate fell seven votes short of cloture on the civil rights bill with 55 in favor and 37 against. Senator Mansfield then moved a test vote on open housing and vowed to press the basic bill again next Monday, as President Johnson urged passage and Governor Romney campaigned for GOP support.
John Alsop of Avon, insurance executive and brother of Joseph and Stewart Alsop, was elected to the Republican National Committee by the Connecticut State Central Committee. The unani mous vote reflected a unity agreement among party factions ahead of the 1968 election year.
A private Washington firm will conduct a six month study in Bridgeport to examine social isolation in predominantly Black and Puerto Rican neighborhoods. Sponsored by the Bureau of Social Science Research, the project seeks a resident observer to live in the area and collect data for monthly stipends of 600 to 800 dollars.

In Hue Vietnam savage fighting by allied forces to seize the walled Citadel may extend for several more weeks. Lt. Gen. Robert Cushman Jr. said the Marine battalion leading the assault inside the Citadel had exhausted its steam and would be rotated.
Hartford AP reports the State Commission on Aid to Higher Education asked Washington for 3 377 410 in federal grants for 10 Connecticut colleges. The request includes 242 665 for Fairfield University 449 837 for U C Stamford and 500 000 for Western Connecticut State Danbury. If approved the funds aid new facilities under the Higher Education Act of 1963.
Congressman L Mendel Rivers urged the Johnson administration to call up additional reserve forces to fill a dangerous defense gap. He criticized civilian management of the Vietnam War while praising General Westmoreland's leadership amid new deployment of 10 500 additional combat troops to Vietnam.
American infantrymen pushed a blocking line around Saigon's northeast suburbs as Viet Cong fought back in a four hour blaze that killed 123 guerrillas. Government rangers reported 32 corpses near Phu Tho cemetery while a rocket attack hit Tan Son Nhut.
Senate Foreign Relations Committee chairman Fulbright said McNamara’s public Tonkin statement does not tell the whole story. He urged withholding the release, while McNamara defended that two U S destroyers were on intelligence missions and that North Vietnamese torpedo boats attacked first Maddox and Turner Joy.
