Washington reports capital and labor each named five representatives to form a twelve member board to outline wage and condition terms for the war period. First sessions likely next week as acceptances from several nominees are awaited.
Final plans for a North End isolation hospital were approved at a special health board meeting. Architects Cross and Treit modern two story brick building to house 90 to 100 patients, about 260000 dollars funded by municipal bonds. Groundbreaking planned before April 1 with bids to follow. maintenance appropriation may be deferred to next year. Weather summary notes fair, colder conditions inland, with multiple storms moving across the region.
A sailor, Philip TRAYS, signed probate papers for his mother Mrs. Pintip.!ie, in time to waive notice of appointment. The will grants one undivided fourth to a daughter and two sons, with the estate valued around $6,000 including real estate and personal property. Harry As Goldstein named executor.
Amsterdam Feb 15 The German foreign secretary Dr Richard Von Kuehlmann declared at Brest Litovsk that Germany and Austria remained at war with Russia and expected demobilization though no formal peace. He framed Germany as peaceful and nonaggressive, pledging food and friendly eastern relations.

James Marlo, alias West the paymaster of the American Isnit ting and Twisting Company of Cambridge, raided Thomms and robbed him of 3200 dollars on January 14, 1911. He was arrested in Salem tonight after a chase covering the center of the country.
Less than 100 people applied at the local fuel committee office for coal orders yesterday morning as Local Fuel Administrator Carl ey Siemon noted relief from the fuel shortage in Bridgeport. A New York report recalls Captain J Williams and nine crew members of the British steamship Miguel De Larrinagy who volunteered to perish so others might live when the vessel sank in mid ocean on February 6. Survivors who arrived from a New York port recount the captain undoing his life boat plan to keep men aboard to help with the bow lines as the ship tilted. Two sailors volunteered to stay with him as the ships bow broke apart, and messages were sent indicating they were ready to be rescued first. signals ceased as the disaster unfolded.
British and French forces attacked German positions at multiple western front points in raids. Canadians at Lens entered trenches and captured prisoners while French and American artillery supported actions near Metz and Verdun. Air forces engaged in reconnaissance and bombing, including a May assault on Metz.
