Washington December 11 AP government report shows November unemployment reached 3,188,000, the highest since 1949, with 230,000 factory layoffs and weather curtailing outdoor work. Civilian employment fell to 64,879,000, the lowest since April 1956, while average weekly earnings stood at $82.32.
NATO's top military committee discussed missile requirements and possible reluctance to accept a U S offer of intermediate range missiles. The two day secret session precedes the NATO summit opening Monday and follows Washington’s planned formal IRBM terms.
Official Weather Bureau data show mostly cloudy and windy conditions with scattered snow flurries. Highs reach in the 20s today, then a very cold night with lows from zero to 10 above or 10 below, followed by increasing clouds and getting warmer to the 30s on Friday.

Milford board approves a 1958 59 school budget of 3 501 143 92 led by a 367 727 rise for a new salary schedule and 36 new teachers. State grants are projected at 806 700 up from 526 300, cutting net local tax impact to about 500 000. Total personnel salaries reach 2 250 460 with year round pay and ten-twelfths counted in the budget.

Private committal services will be held Friday at Willow Brook Cemetery.
In Newtown on December 11, two sheep owned by Frederick L. Lord were killed and three more maimed by roaming dogs. Local veterinarian Dr. Russell F. Strasburger deemed the injured animals beyond saving, and they were shot to end their suffering. State Policeman James M. Costello and Dog Warden John Sector urged residents to report stray and vicious dogs.
