Veterans Bureau to decentralize authority and cut costs
The 1926 27 annual report for Director Hines shows a net appropriation of 314965 000 for all Veterans Bureau activities, excluding chosen hospital and adjusted service fund needs, reflecting a 1925 26 reduction from 100,000,000 to 50,000,000 for adjusted service act administration and a total of 105,713,559 current appropriations. Hines highlights decentralization as key, noting 54 regional offices replacing 14 districts, with eight suboffices planned, plus six new hospitals opened, 4,794 more beds, and construction under 6,959,000 authorized in 1924 to be completed next year. The report covers guardianship reforms, cases of mismanaged funds, and calls for legislation to aid veterans unable to enter vocational training before July 1, and those delayed past that date.
