Government experts in Austin speculate that the new federal budget to Congress in January could amount to about 140 billion dollars. The estimate is tentative and based on early analysis of proposed line items and prior spending trends.
Roni Sue Aronson the surviving quintuplet underwent a blood transfusion to exchange 75 percent of her blood to treat jaundice and prevent brain damage. Dr. Lee Bass said her condition improved after a period of respiratory distress and fainting episodes earlier in the day. The report notes tragic deaths of her four sisters within 56 hours of birth.

U S forces report heavy combat near Saigon with allied units and Australian troops conducting new search operations. Air strikes target a radar site near Hanoi and areas north of the DMZ. A friendly-fire incident near Tan Uyen results in casualties.
Civil Defense Director Chris Wesche said a three day local and national drill in Bridgeport went smoothly. He warned that 150000 residents would die in a nuclear strike during rush hours and noted shelters for 65000, with over 200000 daily in the city. He called for a full time civil defense worker to organize supplies, train staff, and inspect shelters, praising 2800 volunteers and 150 key personnel who support the program.
The Defense Department rejected Rev. Charles R. Gordon of Walters Memorial A.M.E. Zion Church request to visit U S troops in Viet Nam over Christmas. Gordon offered to travel on Armed Forces Carrier or use his own transport if space allowed. A letter to him explained the denial.
Technical engineers at Dictaphone Corp voted to accept a modified package before midnight. The agreement raises hourly wages 15 to 25 cents and adds overtime provisions, family leave, revised job classifications, and earlier severance pay. Fairfield health officer Dr H Patterson Harris warned during a State Health Department conference that tests on sections of the Connecticut Turnpike in Fairfield County show a real health hazard from heavy traffic emissions. He cited heavy trucks and autos as major pollution sources, noting the Bridgeport to New York line stretch faces the worst impact.
Anthony Milano and Robert J. Sabo are expected to be named as new aldermen, replacing two Democrats elected state representatives on Nov. 8. Milano would succeed William J. Alan Joseph Cannizzio 18 son of Mr and Mrs Joseph Cannizzio drowned Tuesday after going overboard from the U S Navy ship in transit to the Mediterranean his body not recovered. AGraduate of Central High school he enlisted in December and trained at Great Lakes survivors include wife Elizabeth and son Alan Cannizzio Jr and sister Eleanor August of Bridgeport.
Assistant Fire Chief Edward F. Bannon and Mayor Curran plan a broad based control legislation for the General Assembly to curb Bridgeport air pollution. They cite 45 percent from vehicle exhaust and note federal rules target cars after 1987. Route 25 and heavy traffic on the Connecticut Turnpike worsen the issue.
STARBOR BEACH Mich. Coast Guard plucked a sole survivor from a raft of the freighter Morrell after the ship split in 60 mph gusts and 12-foot waves. The Morrell sank 20 miles off Starbor Beach in 145 feet of water. Sixty crewmen were missing as search teams combed a 400-square-mile area amid gale warnings and freezing temperatures.
Las Vegas reports Howard Hughes, the 60 year old aircraft magnate, arrived by train with a three car entourage from Ogden Utah to relax in the sun and conduct business. Close associates say his health is very good and never better.
