The proposed charter creates two new city directors for police and fire reporting to the mayor with civil service safeguards, dissolves current boards, and authorizes mayoral appointments. A relief fund and a centralized department of charities are outlined, with inspectors, treasurer duties, and public works control including street openings, sewers, and utility coordination under annual council oversight.
The mayor appoints a city superintendent of streets for four years beginning January next, with duties including cleaning streets, sidewalks, parks, and sewers. A qualified city engineer will also be appointed for four years to handle surveys, maps, and plans for public works, under mayoral direction. The engineer must devote full time to city work and not accept other pay. The council designates paving streets and sewer work. the mayor approves pavement type and contracts, with the director of public works supervising contracted pavement and sewers. The third installment of the sentence will appear in The Post tomorrow.
