Moscow April 7 Russia's dis ay financial system to the new State bank established months ago to stabilize finances and promote industry. The bank began lending at 12 percent a month, a rate even an American loan shark might balk at, but low given private rates. Exchange rate around 200,000 rubles to the dollar earlier, now officially about half that, with private brokers offering 970,000 to 1,000,000 rubles per dollar as prices rise. The Commissariat of Finance plans to increase capital, from 8,000,000,900,000 rubles, and new branches are opened as operations widen. It may accept transfers in and out for private nations, provided funds are open for import foods to Russia.
