A three week dispute between the Shipping Board and the Railroad Administration over steel deliveries was resolved at a Washington conference led by Charles M. Schwab. The agreement keeps Shipping Board priority for steel except for warship construction, while railroads can receive steel to build locomotives and cars. Railroads must cut car construction to 2,250,000 tons total, with a guarantee of 70 percent car supply and wood use for freight cars in the future. Output of steel plates for all war needs to rise by 20,000 tons weekly by July 1.
