Want More Facts Before New Note Goes to England
Washington reports that the state department has not gathered enough facts on detention and seizure of American ships and cargoes to complete a new note to Great Britain. Secretary Lansing outlined the note will present academic blockade principles and British practice under the order in council. The British memorandum details measures to minimize neutral inconveniences, while claiming Americans have no grounds for complaint. The U S note will renew its March 1 protest, likely referring to the memorandum, but enforcement methods under the order will not be treated as central to the legality of Britain’s actions.
