Plan Would Cut Southern Delegates at National Convention
Washington reports the Warren plan to allocate delegates for the 1916 Republican national convention. It sets four delegates per state plus one per district, with extra delegates where GOP votes reach 35 percent or more, while territories and DC receive two each. States in the South would lose dozens of seats, totaling 62 national losses, and several Northern states would lose 8 or more. The plan requires ratification by majority-state electorates and aims to rebalance representation by 35 percent threshold, dropping Serene Hon delegates by seventy overall.
