Rome April 21 Pope Pius X shows signs of improved health in a Vatican bulletin. He sat in an armchair by the window at St Peter’s, gazing on Rome’s anniversary flags while doctors limit activity. A lighter diet was prescribed, including Venetian rice, chicken, and Bordeaux wine.
Samuel H Wheeler, a large local property holder, joined a broad remonstrance against Emil Engelmann seeking to open a saloon at 18 Main Street. A hearing on Engelmanns transfer application is set for tomorrow. Nearby property owners including Carpennetti Hastings Lee Bros Hirsik Paul Ashman Liebscher and Goldstein argue the location harms property values and that too many saloons already exist.
The Second Company Governors Footguard reenacts Benedict Arnold 1775 march to Boston on the central green asking for powder house keys. They attend Center Church with Rev. Oscar Maurer delivering the sermon and end with a banquet featuring speakers former President Taft and Gov. Baldwin.
Federal Judges Hoeck Sanburn and Smith in St Paul heard a motion by Robert & Lovett for extending the plan submission deadline in the Union Pacific and Southern Pacific merger until July 1. They will seek guidance from the United States Supreme Court on authority to grant the extension.
New Haven April 21 The trolleymen’s union claims alleged discrimination in discharge. The Competi cut Company replies it will meet shopmen representatives. Also six negro sailors rescued from the British schooner Bartholdi, wrecked in West Indian waters, after a storm carried away the vessel’s masts and foremast.
Washington April 21 The American fleet to sail for the Mediterranean in January will nearly double Roosevelt era tonnage and muster almost twice the muzzle energy of the 1907 world circling fleet. Main ships Wyoming Florida Arkansas and others total 364,500 tons with 3,550,000 foot pounds of firepower, supported by destroyers and repair ships.
New York April 21 The appellate division affirms a $22 500 award to Thomas Muller who lost a leg in the Vanderbilt Cup race of 1910 on Long Island. The court held a spectator near the course who knows cars race at high speed is not automatically guilty of contributory negligence. The Pope Hartford Auto Company was the defendant in the suit arising from the Fleming driven car that caused the injury.
Washington April 21 A joint resolution to abrogate the Hay Pauncefoote and Clayton Bulwer treaties was introduced by Senator Chamberlain and referred to the foreign relations committee. The move could hasten the administration’s stance on exempting American shipping from Panama Canal tolls as tariff talks progress. Negotiations with Great Britain have been held in abeyance since the new administration took office.
Patrick Boyle of Stamford sues in junction proceedings against the New York New Haven and Hartford Railroad Co seeking a restraining order. He claims smoke soot and cinders from locomotives 150 feet from his property on Jefferson Street injure his home and disturb tenants. The rails and engines are newly placed across the street on railroad property.
The Passover festival begins at sundown, observed by Hebrews in this city and worldwide. Rabbi William Wittenstein leads services at Congregation Israel and speaks at YMHA, while Park Avenue Temple holds evening and morning services with Dr. Maurice Thorner delivering sermons.

Paris April 21 three condemned auto thieves in Paris faced execution at dawn. Calle mien Soudy and Monier refused the offered rum before death. Callemien predicted his last day saying tomorrow I shall see the executioner and this is the day without a tomorrow.
The Boston garment industry resumes full operation after a 12 week strike. About 2500 members of the men’s garment workers union return to work at 7 a m with a wage increase of one dollar for the week and a 50 hour week, four hours less than before.
Tokio April 21 Japan’s government and business sectors move to rein in unthinking agitators after last week’s unofficial militant talk. Officials and merchants coordinate efforts to curb unrest and project restraint while addressing domestic discontent.
Rhode Island consistory members visit Bridgeport for Rhode Island Day of Lafayette consistory. Nettie E Ford files a common pleas suit against Clarence E Knowles of New Haven. She claims $121.50 due on a common law complaint and seeks $150 in damages. The action is returnable to the May term.
Boston April 21 A dispatch reports nine years of New York New Haven and Hartford Railroad Company finances and allied holdings presented by Interstate Commerce Commission expert D E Brown before Commissioner C A Prouty. Brown outlined stock growth from 290 million in 1908 to 180 million present, facilities expanding to 415 million, mileage moving from 2 057 to 2 000, and 1903 ownership at 498 miles rising to 1 236 miles with nearly 40 million spent on expansion. The Rhode Island Company purchase and New Haven stock cost totaling 24 million are noted as part of the inquiry.
Leroy Hiden Steeley, jailed for carrying three concealed weapons, is handed to Stamford police after sentence. Police tie guns to a Stamford jewelry-store burglary. Steeley recounts a self defense killing of a man in North Carolina, but authorities doubt the tale.
