California assembly member Stephen Maybell introduces a bill to impose a monthly tax on Chinese residents from one to ten dollars per person. The act would place a lien on real estate used or harbored by Chinese and divert funds to repatriation and white immigration, with a militia of 100,000 to enforce collection.
