Washington Sept 27 In the Schley court of inquiry a letter from Rear Admiral Sampson asking to be represented by counsel was refused. Two men were shot and slightly wounded by a non union express driver on Broadway extension near Tyler street around 6:30 last night. Police arrested Charles W. Gibson of 14 Foster street Cambridge, a youth who said yesterday was his first day on the job for the New York and Boston Despatch Company. He carried an old revolver. the crowd had taunted him amid a strike atmosphere.
