Sewer remedy plan discussed by Chelsea Board of Aldermen

The Sewer Committee led by Engineer William H. Bradley outlined a fix for the Spruce street outlet nuisance. Proposals include raising streets, building a 12 foot diameter tide-locked outlet sewer to Island End river, diverting Cy press street flows, and cleaning and partially filling the basin to control overflow, with a regulated gate to manage water levels. The Police Committee reported gridlock on liquor licenses due to limited forces. Framingham.
