A column discusses Democratic Governor hopefuls Mayor Russell and ex-Congressman Lovering. It notes Lovering could hurt Pratt’s marshal prospects and that Russell would attract independents, shaping the convention’s choice and next year’s national race. Dr Kneeland Critics Panama Canal Plans At Boston Meeting
Dr S Kneeland at the Boston Scientific Society denounced De Lesseps Panama canal schemes as a French venture with limited support among engineers. He argued the cost would exceed 400 million dollars and favored a Nicaragua lock canal for practicality, noting Panama’s harbor and line advantages but stressing health and risk concerns. He urged the canal’s true value lay in shortening Atlantic and Pacific routes for the United States and Asia.

English View of the 1818 Fisheries Treaty
W Mar so am Adams of Boston writes to The Post with a detailed critique of the 1818 treaty and its claim to rights not privileges. He argues the accord mainly restricts trade, questions the premise of “a treaty of friendship,” and calls for discreet, equitable changes while noting potential settlements could be reached quickly. He references earlier treaties of 1783 and 1815 and mentions Alaska and mare clausum in passing. Boston, September 18, 1987.
