Treasury secretary tightens rule on illegally paid duties

Washington reports that the secretary of the treasury, under the act of August 8 1846, ruled protests unnecessary to deem duties illegally paid, reversing earlier 1852 Supreme Court guidance. The department’s stance, echoed by Secretary Cobb, threatens to bar many thousands of dollars in claims. The interior secretary also says appeals to accounting officers are not possible for pre August 1856 adjustments.
